Civil cases were on hold by district courts except those that were already on trial. Immigration court proceedings were also put on hold momentarily until the government shutdown had been solved between the Democrats and Republicans. The Associated Press were told by US District Court Chief Judge Loretta Preska in New York that the Constitution tells them what they have to do and they cannot control their workload.
